How much will the Iphone 3gs cost, outright and not on a plan?

I have heard many differnt rumours about the iphone 3gs costing $299US for the 32gb model, but is this on a plan which pays high monthly rates? or will the 299 price be just for the iphone itself not with a plan.
299 is for the phone itself you pay more per month for the plan
Without a 2 year commitment, the 3GS will cost $599 and $699 for the 16GB and 32GB respectively.
