It’s impossible unless it’s hacked, there is no authorized app that lets you steal internet access. If you don’t want to hack your iPhone 3GS then I suggest finding some Wi-Fi.
Bosspref is an unauthorized iPhone app that is a preferences replacement. It gives you a different layout and usability for turning on/off services like wifi, bluetooth, etc.
It does NOT allow for theft of service.
